Introduces Private Members Bill on Parole Reform

One of the biggest drivers of the cost of policing in Canada is the unfortunate reality that it really is a small number of criminals who keep committing offences, and our front-line law enforcement personnel need the necessary and common-sense tools to deal with these frequentflyers.

Bill C-616 would create two important parole reforms that target repeat and high-risk offenders. Its enactment would create a new offence for the breach of conditional release and require mandatory reporting of those breaches to the appropriate authorities. Therefore, if an offender does breach conditions while on early release future justice decisions may take this conduct into account.

These amendments are proposed in the belief that early release from a court sentence is a privilege to be earned and not a right to be demanded.
